Is this Support with 4K at 60 Hz

Yes it does. It supports 4k @ 120hz as per the description of the product page in amazon. I bought this cable and it works flawlessly on my end. It supports HDR as well.

I can't get my chromebook to play Amazon videos on my tv . Is this a cable issue?

It's possible, but have you got the correct settings on your Chromebook & TV, that's more likely the problem, but I could of course be totally wrong.
