Will it fit on a 2023 850 High Lifter ?

Yes but I recommend buying square u-bolt and bolting it good

Will this fit 2016 Polaris Sportsman 850 sp?

I put one on my Sportsman, fits nicely

How thick is the padding?

It’s thick enough. Hand sideways. Very comfortable. Once it’s bolted onto the atv it’s amazing. Storage, comfort, handles, drink holders, backrest and the rear passenger is safe and enclosed.
