is this a digital converter antenna that will enable a non digital tv to receive digital tv stations

No, this is just an enhanced antenna to improve the reception of Digital Signals over the older factory Winegards. If your TV does not have a Digital Tuner, you will still need the set-top box to get digital broadcast.

What's the best way to test if this antenna is defective? A definitive test?

My "best guess" would be a simple visual inspection, it's pretty simple, finally (assume that you have the "SensorPro", and you should get one if you didn't when you bought the antenna) a sweep of signals in an area know to have them.

does the sensar IV head come with the pins and E clips to attach it to the elevator tubes?

The unit I bought came with everything attached. I affixed the unit to the roof, connected the cable and used it....
