Only rcvd one set. Paid for the advertised 5 set. Did I get ripped off?

The pack should contain 5 plugs as well as 5 receptacles.

Are these ends rated for industrial extension cords (#12/3) and industrial power tools, compound miter saw’s, heavy duty drills, etc..?

Of course it can be used on a extension cords (#12/3).

Does the wire need to be looped around the connector screws or inserted?

The stripped end of the wire is pushed in straight and then you tighten the screw down without having to loop the wire. The plates tighten with the screw and hold it in place.
