Q: Do these gates have anywhere to put a padlock on? I saw on another website selling these style that you couldnt??

The only place to put a padlock is on the 2 innermost frames, assuming your padlock had a big enough shackle and you have fitted the 2 gates close together enough

Q: My drive is on a slope & I have two small dogs so when gates are closed they need to be close to the floor. Can I fit rising hinges to them

Hi, as they come they have simple eyebolt hinge fittings (1 hole top and bottom) - if you get some rising hinges and drill the correct holes for them in the gates it should work- they are good quality gates but I am using them in the normal way with the supplied hinges.
