Although when the cut is made to the insulation, just pull the cutter along with the cut piece of insulation; with "one hand".

I wouldn't see why you couldn't. I bought it because it went up to 30g wire. Just check the gauge of your Christmas lights. It should be fine, it's a decent tool for the money. Good luck!
