Are they good for herbs?

They are small, but I grow spider plants in them, very successfully.

Would these be suitable for outside use?!

If you wanted to use them outside I would use a very closed hook rather then a screw to hold them to the wall in case of bad winds As they will swing a lot in the wind. maybe put them where its not likely to get to windy. I would say They can break if banged around to much and very hard. So maybe best for indoors

will they hang in a window without tipping

Not really designed for windows. Best on a wall.
