Is this now available in a 30 inch draw

It's a longbow not a compound. It doesn't have a set draw length. The 45# @ 28 inches is just the poundage measured at the average draw length

This says right hand only. Does this mean holding with the right hand or shooting with the right hand?

It means pull back and shoot with the right hand. You would be holding the bow with your left.

I have a 32 inch draw, can this bow work for me?

I am no expert. But I am 6'4" and measured my draw at over 32 inches. The bow works well for me.

Is the bow shelf cut to center?

Yes, the shelf that the arrow rests on is cut just a hair short of center, so the arrow shaft sits to the left of the center of the riser (on my right handed bow).
