This 1/4 inch QC would fit a 3/8 inch flared fitting.

Is this reverse thread?

No. The only reverse thread I'm aware of with propane is with the connection at the tank

can you chcarge the tank with this adaptor on?

Not sure what you are asking. This adaptor is so you can connect a hose with quick disconnect fittings to an appliance, stove, lantern, etc. You would disconnect the hose from the tank to fill it. Hope this helps.

Can an auxiliary propane tank be connected to supply the rv with gas; i.e. the reverse of using to supply a bbq?

You don't typically do it that way. You would have to add proper regulator. Item like this is used Marshall Gas Controls MER472 Stay-Longer Propane Adapter Kit , black https://www.amazon.com/dp/B005BNFBIC/ref=cm_sw_r_awdo_navT_g_M51CZ0KKA3YTDV2HYCD1 It's a tee before your reg. I was cheap and just bought hose and disconnect regulator when needed.
