The figures are plastic and the paint jobs are rudimentary, but they're good enough for my purposes.

No. Plastic and some are slightly bent. We have a goblin with a permanent lean that we call droop

Are these figures true to d&d scale for size?

I think they match great with my other d&d figures. The goblins are shorter, the orcs are taller, I like that they all aren't the same height.
