Is the whole puzzle a jigsaw puzzle, or are the states each one piece, with the outer border being jigsaw?

Hi, Larry Waldman, The whole picture you see is a jigsaw puzzle. More than one piece for each state, border, everything. There are 200 pieces, and finished size is 13X19. I just loved putting this puzzle together, and I am not a child, or a senior, just an adult, one who loves map puzzles. Eurographics makes a very good quality puzzle, have several. Also have FIVE SENSES, HUMAN BODY, and their great 300 piece puzzles, with 19.25 X 26.75 finished size, like DAREDEVIL, and OLD PUMPKIN FARM, CAKEPOPS, CUPCAKES, etc. Hope this helps make your decision easier. Are the puzzle pieces in the shape of each country?

No they are just normal shapes but bigger than adult puzzle sizes

why should i pay $41 for a cardboard puzzle?

That's super weird, when I bought one for mt grandmother it was only $15. I suggest you copy the name of the puzzle and google search it for a cheaper price.
