Can the filter be trimmed to fit?

yes, it can be trimmed, but I wouldn't waste your money on this as it has not helped much with glare.....and worse yet, it has decreased the clarity of the entire screen.

What are the actual length and width of screen coverage?

http://solutions.3m.com/wps/portal/3M/en_US/3MScreens_NA/Protectors/Tips_Resources/Privacy_Filter_Measuring_Guide/just go here and do the dimensions on your own, very simple. I just used this site to size my monitor and it was a perfect fit. Take your tape measure and do like they do..either measure diagonally or do height & width...good luck.

Does this block blue light 💡?

No. Blues come through clearly.

Does this measure 21" diagonal? How many come per pack?

It should be 21 1/2" diagonal and you get only one, the anti glare really works, some other brands are more like just screen protectors.
