Always consult an electrician. However, I would run patch panels to the grounding bar or just ground your rack.

can it be mounted so that the power cord faces out? i.e., can the ears be moved to the back instead of the front?

Yes. The ears are mounted using 2 Phillips head screws (each). Each ear has a total of 8 holes that allow for depth adjustment or reversal so that you can mount it either way. Thusly, you may remove, reverse, or adjust the mounting ears.
