Does the tank have a glass top that the light fixture łays on

No. The lid is very thin black plastic and the light bar clips onto the rim of the tank on the front, inside under the lid. If I were to purchase again I would buy pieces separately in order to get better quality lid and lighting.

Where does the light go? Is it submersable? Will color fusion light work with glofish or do i need glofish kit?

it attaches under the lid not sure if it works with glofish or not

Can you put goldfish in this tank instead of Glofish?

Yes, but do not use the heater with goldfish, they prefer cold water and can tolerate warm water but will be sluggish/stressed.(Their ideal temperature is between 65-72 Fahrenheit)

Can I add an actinic light to this tank in conjunction with the blue led?

Hello again Jay L, actinic lighting is for live corals. My understanding is you wish to create an artificial environment, so actinic lighting would not be necessary. However, if you do use actinic lighting, you will need to have a fixture that can be installed in the water, as it will not install into the hood.
