Q: Can these be installed on composite deck stairs?

I see no reason why not. I attached them to wood but I would see no reason why the same screws could not be used to attach to composite decking.

Q: Can this be glued to outdoor carpet on a concrete patio?

We installed it on a concrete step with screws. There was no carpet.

Q: How long is the vertical overhang? The description says 0.62 inches but Lowes has one with 1.125 inches.

Q: Can these be installed over commercial carpet without pad?

I don't see why not. I installed them on an outdoor staircase that gets very frosty in the winter. They are quite industrial.
