I have white fabric with black permanent marker I would like to cover up. Could this be used to cover the black marker?

you could, but acrylic paint is not waterproof. You would need an oil based paint to make it work.

Will these work over oil pastels? Do they clog easily?

I have not used them with pastels but judging by their performance, I would think so. They do not clog at all. They start to run dry but one or two depressions on the tip starts the flow. They are far superior to Sharpie, which are a waste of money. I highly recommend these. They are the best I've found so far with a very consistent paint output and fine line.

They may work if you take your time, however depending how much oil is on the surface and how hard you press it may clog
