will this leave a zinc phosphate coating when cleaning rusty metal?

no it doesn't clean the rust it will turn the existing rust from Iron 2 oxide to the more stable iron 3 phosphate which converts the rust to ferric phosphate in other words the black stuff after applying it to the rust. it prevents the formation of new rust by acting as a barrier as long as you manage to to convert all the rust. any non rusted metal will not get this coating. the most common way to get a zinc phosphate coating is to use electroplating using electrolysis. this product is most effective if you remove some of the thicker rust mechanically by sanding or using a wire brush so the phosphoric acid pernitrates most of the rust to convert it all. after that use something like por15 and an epoxy primer to protect whatever metal you are trying to treat. have done this to a few of my cars and used the product on other rusty metal objects and it prevents new rust from forming as long as you do not damage the surface coating and expose bare metal and you manage to convert all the rust. that's why cleaning as much of the rust off as possible and thinning out the rust yields best results.

Can you paint over it?

Use Phosphoric Acid diluted to 20% (200ml/litre. Apply to surface for 5-30 minutes to remove light film. Soak very rusty items for days with periodic agitation. Rinse with cold water., let dry, wipe clean metal with solvent, acetone, let dry apply primer

YES! About 3 parts water to 1 part Phosphoric acid. Watch whatever you are cleaning, Do not leave object in solution for long periode of time!
