Would this break a large office window?

Office windows are plate glass. Not like safety glass in a car. Plate glass with shatter into harmless pieces when taped so I’m sure it would break that glass.

Who has used this to cut seat belts, and how effective is it?

My son experimented on his belt. It was sharp enough to cut off. I think it should work well in emergencies.
