Yes, everything you need to hang comes with the shutters.

Q: How can I get replacement vinyl plastic fasteners. A high winds broke all 6 fasteners holding my Bedford blue shutter

We didn't use the plastic fasteners to begin with. Did not think the plastic fasteners would hold. We drilled into the brick with a masonry drill bit and hammer drill. Drilled the hole size to fit a plastic insert that is hammered into the brick. Then used the appropriate size metal screw to attach the shutters.

Q: what color shutters is best for grey house

It depends on the color trim you have. Grey looks good with white, black, reds, green, light or dark grey (opposite of shutters)

Q: how durable is it. can it be used in hurricane countries.

Bare in mind that the shutters are decorative and bolted to the outside wall They would not be used to protect the window
