If this can is to store oil rags why and where do you empty it every night?

Thats a damn good question ! My suggestion is to put them in a bucket and fill with water if your worried about fire ...What we used to do in a cabinet shop is hang them up like a wet towel on a clothes line and let them dry out to keep them from being a fire hazard ...then throw them away after they are dry. GOOD LUCK!!!

Would it be safe to leave a few boiled linseed oil rags in there long term, as long as the can doesn't get too full? it says empty every night.

I'm not an expert. It depends on the temperature and proximity to heat. I store used rags w linseed (along with other solvents) in this metal container for weeks. An alternative way to store rags soaked w linseed (since it's fumes aren't toxic) is to just hang them on a line or lay them flat (not crumpled) on a counter. it's my understanding that the danger is when the fumes build up and it's hot. I use solvents so I use the storage can to contain and reduce fumes that I breathe.

Will it be safe to use the can outside? Does the powder-coat prevent rust from the rain, etc.?

You know, I was at the Costco Gas Station the other day. I saw that they had the same can siting outside. It showed some ware, but not much. I think you wont have to worry about rust too much. You can always coat it with Rostolium spray at some later point should signs of rust appear.

Yes, but if your going to keep it outside I would purchase the plastic version to preempt the possibility of rust.
