Regarding gs110tp, if each of the 8 ports has a rating of 30w, should the power budget not be 240w and not 55w?

As per the NETGEAR GS110TPv3 Data Sheet, its power budget is 55W. Most PSEs (in this case the GS110TPv3) do not have a high enough power budget to supply the maximum possible power to all PoE-capable ports. You should make sure that you calculate your required power budget carefully for all of the PDs you plan to connect when you are shopping for a PoE-capable PSE.
