Can i use heat on these to form the stencil?

Since they are rubbery substance, I think the heat would melt them. They're soft so you can easily carve them.

Can you use as a resin mold?

You could use it as a resin mold for small and very thin molding. Then you will have to buff it to remove small pieces of the rubber material. I wouldn’t suggest it unless you can try it out first
