will my stihl 260 work with this mill

It can work with it, but I believe you'll find it underpowered. I used this mill on a Husqvarna with about 53cc's and ended up buying a big Stihl with 65 cc's and quite a bit more horsepower. The mill worked with the Husqy, but it really worked hard. With the Stihl it slices through logs like butter.

will it fit stihl 290

Yes it will fit the 290 and you could mill lumber with that saw and an aggressive chain. I do think you would want a more powerful saw though. I have a Husqvarna with about the same power as the 290 and went out and bought a bigger Stihl just to make the milling process easier.

Will it fit a stihl ms271?

It should. The device is set up to use the 2 bolts on the chain adjustment. I have a Jonesred and it one had 1 bolt.
