What is the diameter of the opening when closed? I have a tool with a small diameter (9mm) handle. Will it hold it?

9 mm is too small for these brackets. Standard garden tool handles are best suited for these brackets.

Can you just slip the broom onto the grip or do you have to manually squeeze the spring grip open?

It holds the brooms pretty well, you can push it in but it might damage the handle.. A shovel handle you’ll definitely have to push the lever open to get a shovel handle. these are great I would suggest you did buy park or two

Will these hold a garage broom handle that's 3 1/2" diameter

No. That must be some broom with a handle 3.5" in diameter. 3.5 inches is about the width of a 2x4! I think you must have mis-measured or mistyped that figure. Most broom handles are of the order of an inch in diameter with some shovels and garden tools running a bit larger. The widest one of these clips will open is about 2" and at that opening, it won't have much clamping strength as they are designed to have the handle sit inside the clips notches.
