There's something blue-ish on each tip that needs to be removed before first use. Why no instruction about this?

these pens are ok , i however bought the medium, 0.7, black noir , 33950 pens. on each pen their is a plastic tip cover on each pen to protect until use. great otherwise.

Is the grip latex free?
