how does it do on garlic?

I have never used mine for wet items. On dried garlic it would make powdered, but it is porous on the inside so it would have to be washed well after use to avoid a forever smell....

Do you grind in a circular motion or spin in a circular motion..?

Hi! My name is Jessica, an employee at HIC Harold Import Co. Thank you for inquiring about the HIC Flying Saucer Mortar and Pestle, Porcelain, Cobalt! In regards to your question, simply place your item into the bowl-like mortar. Hold the pestle by the handle and, using a firm pressure, make a circular motion to grind your item into a paste or powder. Harder items, like peppercorns, may need the surface cracked before it can be ground. With a firm but gentle pressure, tap the item with the pestle, then grind into the desired consistency. Please feel free to contact me at jpetrecca@haroldimport.com with any other questions or concerns about this product. Hope this was helpful!
