yes it does. It's like a wet suit, but just the shorts.

What about male, 6'2" tall, 34" waist and 41" hips? The pants will be worn over tri shorts with padding. What will be my size?

I cannot tell you what size but I can tell you, they do get loose or bigger after they absorb water. Tri shorts with pad not a concern at all. I believe just follow the size chart should be fine,

I have 38"-39" hips and I got size L, it's very comfortable, some friends told me that I could get size M, but I don't have to fight to put them on and easy take it off, I think you might like size L, they have a string in the waist so you can adjust your waist, hope this helps
