Curious if anyone knows how hot a temerature these can handle if using it for how pots and pans?

I take my pans straight from the stove to these mats and I have had no problems. I love them and was excited to get the larger size.

will they scratch quartz countertop?

They will not scratch a countertop. There is a rubber backing. They are not meant to be scooted around.

Can this go under a outdoor pizza oven that gets up to 1000 degrees?

It depends on how much space is between the bottom of the oven and the mat. The mat is just a thin layer of metal with a rubberized non-slip pad underneath it. If there's enough distance, the shiny metal might reflect the heat enough that the rubber won't melt.

Can I put this on top of a hot glass cooktop stove? I'm trying to keep my cat from getting burned if she jumps up onto it after I've finished cooking.

The under side of these protectors feel rubbery. I’m not sure if it’s silicone, but since it could be rubber it would melt if set on hot stove top.
