Can i "fast charge" my phone with this using it with 18650 (5000mah) batteries?

To get "10,000mAh" (1S2P, 2x5,000mAh type 21700 cells) you can also use:
SAMSUNG 50E 21700 5000MAH 9.8A BATTERY
I've seen these offered varying from about US$8 - $12 per cell.

Each cell is rated at 5000mAh, but the spec says the GUARANTEED minimum capacity is 4900mAh...which is pretty much normal for Li-Ion cells when capacities reach maximum levels possible with the technology. At a 1A current drain, the Samsung 21700 50E cells I've tested reliably provided individually about 4600-4700mAh to Vt=3.0V. 
(note: the Ah capacity of a battery or cell generally and normally decreases with increasing current drain. Example; a cell that tests to 4900mAh at I=100mA may test to 4600mAh at 1000mA current drain)
Warning: counterfeit batteries and cells are a problem in online commerce. Find trusted sellers that stand behind their sales and merchandise.

The higher the milliampere rating is, the longer it will last. Get a battery that is above 2500mHA

Does it have pass through charging?

When I plug in the charger to a phone to charge the phone, or when I plug it into a power supply to charge the batteries inside the device the display lights up. When I plug in both USB cables at the same time, the display turns off, but the phone still shows that it is charging. That implies the device just passes through the power when both cables are plugged int.

Does it come with USB transformer?

No transformer. Just the charger and a pretty decent USB C cable. Works great us it to charge my flashlight and ecig batteries when I am camping with a small solar panel. Well worth the loot.
