How much current will this draw while providing the 240W peak recommended capacity? Trying to figure out the capacity of the inlet fuse.

Not sure where you got 240W from - I've never seen one rated at that wattage. To figure DC current at 5v DC dissipating 240W is 240/5 = 48 Amps DC - which would be if you were to only make 1 connection to the power supply. I believe you have 3 outputs available so you can distribute that 48 amps among the 3 outputs.

Does the fan run all of the time? I purchased from this supplier and tanbaby and the other always has the fan on. Is this one supposed to?

The fan on the one I purchased doesn't run. I have a similar supply and the fan speed adjusts with the load. So far I've loaded this one with a little over 5 amps and the fan still hasn't turned on.

Why does the supply fan not turn on? I seem to get the appropriate power, but the fan never starts.

According to the manufacturer, the fan only runs when power supply gets too hot. I've never seen the fan run on my unit - I'm only drawing around 10 amps, though.
