What is the equivalent Jockey size for 12/14?

I order a 7 and I wear 12/14 pant depending on the brand and they fit great!!

Is the crotch liner cotton?

Although unable to "test" the fabric, the liner portion, sewn as double fabric, appears to be jersey, which would indicate cotton (to me).
