How well would these work with 3d printed items (ie on PLA plastice surface?)

They will work awesome but you need to prime first with a lacquer or polyurethane primer to ensure the paint adhere well. I did used them on 3D printed PLA and resine figures primed with Mr Surfacer primer.

what the difference between this and basic color set?

Game colors are made mainly for miniature wargames. The colors are a bit brighter. Basic color will work fine they do not have the same amount of pigments

Is the actual formula of these paints any different than that of their basic set? Or are these just the "game" colors? Do both sets require primer

Just game colors same basic paint. I always recommend primer even for the "Pre primed" minis just seems to make the paint stick better.
