Nothing on package said but been outside for couple years with no rust

No, the bolts are not stainless, just coated metal material.

what size is the mounting hardware?

1/2” or metric equivalent. I think it come with 4 anchors for brick or block but I added one more on each side as my condenser was large

Does it include both brackets in the shipment

Yes. It includes both brackets, hardware to assemble them, expansion bolts for mounting to the wall, and anti-vibration pads. Unfortunately, nine started rusting in three months and there’s no easy way to return the thing holding the A/C on the wall. Otherwise, it’s great.
