What's it Supposed to Do?

This is a weird product; it's not a lotion in the classic sense, it's more like a viscous liquid, a thickish skin tonic. I'm not sure what it's for and I'm sorry I bought it. It's not bad in any sense, but it's format is non-traditional and it's function is suspect.
