Is this waterproof / can it be tipped over without leaking?

Absolutely NOT waterproof. There is no rubber or silicone seal between the sections. We always have to make sure it is securely situated upright when traveling with any liquids in it. Having said that, we love using it, nevertheless.

Is this safe to go in the oven for heating lunches at work?

At moderate heat levels or in a toaster oven, no worries about heating it. At work I use a cheap ~$10 coil hot plate with no issues. I also tried it on a cheap induction hot plate and it heated really fast - faster then similar things in the microwave at work. Set on a coffee cup warmer, it would keep things warm all morning if that is an option for you.
