Would these be wide enough to wrap around an infant carrier handle?

Hi. Depends on the width of the carry handles on your carrier TBH. The items I received will fit a strap 40mm to 50mm wide. At the 50mm width you might not get the velcro to fully overlap.

Can it be used for baby car seats?

They might be a bit big as a car seat belt is much wider than a baby car seat strap.

I don't know but if the straps are the same width as car seat belts it should be ok. They are cheap enough to buy and try.
