Yes, it will help the grass recover, so long as the grass in the patches is only damaged and hasn't actually died. If the grass has died then you will have to reseed.

No need to wait as far as I'm aware.

Is it ok for my tortoise to still eat the grass

Whilst safe for pets, ingestion should be avoided, as the material is not intended to be ingested. Use a garden hose to water all the PEE-FIX material into the soil, as you would for a lawn fertiliser, and allow 24 hours before allowing your tortoise onto the grass.

Any tips for cleaning this off block paving? Had a few drips on the way back from the lawn, tried to rinse them, still black...

The material dissolves in water, so it will wash away with the rain, but for a quicker solution you can use a hose or a pressure washer water jet.
