Q: Will this tool work on the no-bs dog proof raccoon trap?

Worked great for me. I could not set the traps without it.

There are no markings on the tool or the tag on it that tell the country of origin. I believe it is probably "China" or "Korea" as that is where the traps are made. Mine works great.

Q: Will this work to set the Conibear #110 safely and effectively over a long period of time? It looks a little flimsy and weak.

This tool is not for the conibear #110. It's for the DP (dog proof) raccoon trap. Conibear#110's can usually be set by hand strength, if not you can use a set tool. That set tool is like a pair of scissors. I have seen people make their own, rather than buy them. You tube has some explanations of them.
