Will it charge a tablet?

No. We have a Samsung S3 tablet and it wouldn't make a connection. Doesn't mean it won't work for others.

will this work with an Otterbox case .47 or .59 thickness?

Not sure, it worked with my Otterbox

Does charger need to be plugged in while using?

Charger needs to be plugged into wall outlet. Phone just lays on top of pad to charge. Phone does not get plugged in.
