Can you you explain why this will not charge a dead battery? Isnt that what battery chargers are for? Ty

By "dead battery" the manufacturer means, a battery that is beyond repair. Any battery that has been drawn below 4 volts will not be sensed by the charger as a safety measure because it is beyond repair and could cause fires or electrical issues. This charger will recharge a battery that is temporarily out of energy (could read 10 volts to 12 volts on a voltmeter), but not one that is "dead" or damaged beyond repair (would read very low voltage, like 3 volts).

Will the 2/10/25 model allow me to step the Boost down to use 15Amp, if I need to use a 15 amp wall outlet at some location?

Your looking at it wrong. 25A is the maximum output this will output. If your application only draws or needs 15 amps then that is all it will output. If you are speaking of this drawing more than 15Amps then you need to realize the spec (2/15/25) refers to the output current capacity and not the draw from the input or outlet it is plugged into.
