The Compact Rescue Throw Bag has 70' of 1/4" polypropylene rope.

Q: Does the rope itself float?

Yes. Rope floats on top of the water. Make sure the person you're throwing to know how to hold onto it if in moving water. Should be on their back with the rope held over the shoulder opposite to the side you're on/want to go to. It'll ferry angle them right over to you. If they just grab and hold it with their belly down the water will pound them in the face and they'll let go out of reflex.

Q: are directions for use on the bag?

I don’t remember but I feel like you can find it on you tube. I am not trying to be sarcastic but IMHO if you are going to be in a situation that you need it you should take training before hand. When someone is in the water, no time to learn. Practice on dry land and show everyone on boat how to use it.
