I'm confused on the size/height of these. If I am puting in a 150mm concrete pad and the rebar/mesh needs to sit in the middle, so I need 65/75 size.?

Yes is the short answer. The details though of how much your steel needs to be off what ever surface/strata you are placing it on is a more complex matter. 75mm is the required height of steel reinforcement to be above ground that has not been protected from moisture such as a damp proof membrane. If you are interested more in this subject I'd advise you to Google NHBC Standards 4.3.10 reinforcement or 3.1.9 design of reinforced concrete.

What does the size refer to - height from ground? What diameter rebars do they take?

Size is height from ground and there are “two heights “ that can be used on each unit - hence 40/50, 65/75 etc. I used 6m bar but the units are quite flexible and would take heavier and larger diameter bar. Hope this helps !
