It is not used. Unless you’re buying a previously used product or from a disreputable source it should always be fresh and unused.

Why doesn’t it have an expiration date on the bottle? My previous purchases have had expiration dates printed on the bottom.

Check to see if it has a "period after opening" symbol on it. It looks something like a bottle with the cap opening and a number followed by the letter M. For example, 6M, 12M, 24M, etc. This means the product is good for 6 months, 12 months or 24 months after opening. Sometimes they'll have this instead of an expiration date.
