Does this need to be attached to a wall or could you have it standing on a work desk?

Technically it does stand up as I left it standing on the floor before the suction cups I ordered arrived, but it is quite narrow and likely to be knocked over very easily. So unless you are planning to fasten it to the desk somehow I'd look for something more sturdy.

Would this hold vinyl records?

I don’t think so A4 paper is 29cm and I believe vinyl sleeves are 31cm

Would this take a4 ring binder folders?

You can squeeze an a4 ring binder into each slot but with a bit of struggle. It is a little tight.
