Can you use this to take the temperature of hot oil?

Yes. I've used it to check the temperature of oil that I was using for deep frying on my grill. No problems.

What is the difference between the tp 18 and tp 19

I have them both and to me the 19 is built better, and gives you the temperature A LOT faster! When using the 18 I find the temperature going up and down awhile before settling down and giving the actual temperature, while the 19 will go up and down just a couple of seconds before giving the actual temperature. I have 8 or 9 instant read thermometers and so far the Thermo Pro 19 is one of the best I have! The Thermowoks is probably the best on the market, but the Mark 4 is going to run you around $65 to $70 dollars, and their new one will run you $100.00 dollars minimum!

Can you test soup with this?

You could use this to check the temp of your soup or it's contents. I wouldn't leave it in the soup with the other end on a counter or cooktop area.
