Would these fit mens size 13?

I'm a size 10 and they expand quite a bit but still fit well. They are pretty elastic so don't feel like they're cutting off circulation. For size 13 you might want to just buy one set and see how they fit you. You can always gift them to someone else.

are they non binding and very lose fitting

They are not so loose that they will fall off, but they are definitely non-binding.

"Please allow slight dimension difference due to different manual measurement." What on Earth does that mean?

size may be a little off. they are good around the house, not heavy duty.but for the price its a good deal 3 pair
