Is this scanner compatible with a surface pro 3 tablet?

From what I can see, the Surface PRO 3 runs a full version of Windows, and has a USB port, so yes, this scanner should work just fine with it. However, since you will not be able to use the installation CD, you will have to either provide the installation drivers via wifi or a usb flash stick. The software can be obtained easily from the manufacturer's website.

Does it have a rechargeable battery or require AA batteries?

Our TravelScan Pro 300 (Amazon ASIN B081QTXVG1) is our battery powered scanning option which uses (3) AAA batteries. Compact and easy to transport

This unit only scans one side. Software could be easier to use. Wife can't ever remember the name of it due to name being different from scanner and therefore doesn't use.

The Ambir TravelScan Pro - Sheetfed scanner - Legal - 600 dpi x 600 dpi - Hi-Speed USB is a good scanner. Ambir has good Teck support and can get you the software and drivers for there products free in most cases. This scanner is not one of there newer products so be aware that it only supports a 32bit system.
