why would this ad contain a 'choking hazard', age appropriate for a 3 year old - and also a 'recommended for age 6 months"

Sometimes they just don't pay for the testing for under 3 to get the "safe under 3" label so they had to put the choking hazard warning.

Can this double as bath toy?

Sure, I don't see why not. It's a plastic toy and I expect all of the pieces except the bottom (green) ball, which is weighted, will float.

Is this toy phalate and pvc free?

I did not find the answer to your question. The company website lists this if you care to contact them directly. “If you have additional concerns or questions, we encourage you to contact us direct, either by emailing us at cs@fatbraintoys.com or calling us toll-free at 1-800-590-5987.”

Is their liquid in the largest piece at the bottom (the green one)? I read that it is weighted but not sure with what.

I'm pretty sure there is not any liquid in the largest piece. This is a phenomenal toy. My granddaughter has played with it from age 1 to age 5. An ingenious toy. Buy it - your child will love it.
