Yes they work with a hand-held grommet press, assuming the diameter is correct. You'll have to squeeze pretty hard though as these may have been designed for a punch, but they do work.

Where can I get a tool that works with these?

The We R Memory Keepers Crop-A-Dile tools work with these. You might also be able to use a pair of eyelet/grommet pliers with a 1/8" setting (or whatever fits best).
