Does the head rotate?

Yes it does. If you do not need concentrated or direct light as is usually required for a project, you could rotate the head so the light reflects off a wall or to brighten a room like a desk lamp

My lamp came without holes or screws to attach the shade. Is there a quick fix for this?

there is a ring screwed onto the bulb socket. Unscrew it, slide the shade on, and replace the ring.

What size is the base, how long is each of the arms, the one attached to the base and the top arm? Why can't sellers include this information?

Base diameter is about 9.25 inches. Each arm is about 15 inches (depending on where exactly you measure). Do you need a more eact number?
